ENAV
ENAV is the company that manages civil air traffic in Italy, with over 2 million flights a year in Italian airspace, guided by the control towers of 45 airports and by the 4 Area Control Centers (ACC) in Roma, Padova, Milano and Brindisi. Since 2005, Studio Santi has supported ENAV in energy management, energy efficiency, the use of renewable energy and the technological modernization of infrastructures and systems.

What we have done

From 2005 to 2010 Studio Santi held the role of Energy Manager of ENAV, merging the more than 200 consumption centers scattered throughout Italy into a single energy supply and bringing it to the electricity market, rationalizing energy contracts and management of the power. In 2007 he also promoted and designed the construction of the first photovoltaic system serving a control tower, at the Ancona Falconara airport, and drafted the first corporate energy plan, for energy efficiency and the use of renewable energy. From 2011 Studio Santi supports the corporate energy manager.

Studio Santi carried out the clustering of ENAV’s energy consumption centers and the corporate energy audit, in 2015 and 2019, pursuant to D.Lgs. 102/2014, analyzing and modeling the energy systems of 26 ENAV sites throughout Italy (ACC, ATC towers, airport centers, data-centers, radar, radio assistance, AVL) and identifying a program of energy efficiency interventions worth around 25 million euros of investments, of which around 5 have already been made.


Studio Santi oversaw the executive design of some energy efficiency interventions identified in the diagnosis, in particular the complete re-lighting for the two ACCs in Roma and Padova and for the ENAV headquarters in Roma Via Salaria, for a total of over 20,000 square meters of environments, including security lighting and automatic control with DALI and KNX systems, and trigeneration serving the Rome ACC, for a total investment of over 3 million euros.



Studio Santi has designed and directed the construction works of approximately 600 kWp of new photovoltaic systems and 16 charging stations for electric cars serving 4 ENAV sites (ACC Brindisi, Bari and Napoli Airport Centers, ENAV headquarter).

Thanks to innovative solutions of energy efficiency, construction technique and modularity, centered on the operational needs of flight controllers, with the ModulAir15 project Studio Santi won first prize in the international competition “NexTower” announced by ENAV to develop the concept design of the air traffic control tower of the future for Italian airports.

Studio Santi carried out the check during the making of the project, for the purpose of validation pursuant to art. 26 of D.lgs. 50/2016 “Procurement Law”, of the new control tower of the Milano Linate airport, designed by Politecnica. Both in the ISO 9001 certificate and in the professional insurance policy of Studio Santi, the activities of “design check for validation” are explicitly stated, unlike what normally happens for engineering companies, with obvious differences in terms of liability and risk coverage.


With Studio Speri and Ark. 81, Studio Santi designed the redevelopment of the control tower and the ENAV building of the Parma airport, including the 6 kV airside MV network for powering the complex.


Studio Santi coordinated the safety and directed the construction work of the wind-shear system at the Palermo airport, the construction of the by-pass duct and the plant and building redevelopment of the ENAV building and the peripheral afferents sites (radar, radio aids, weather systems).



Studio Santi has designed and directed the redevelopment and modernization works of the wastewater management systems in the radio and radar ENAV sites of the Lazio region, un-manned and high security level.

Federico Santi was president of the Test Commission of the ENAV program for the implementation of new TBT frequencies for VFR and new radio sectors of ACC Padova (peripheral sites Monte Pinocchio, Monticolo, Ravenna, Ronchi dei Legionari, Monte Venda) realized by the joint venture SELEX Communications (formerly OTE S.p.A.)/Deleo Costruzioni
